I remember an interview with Waters in which he described the decision. He casually suggested Roy Harper sing, in hopes that the rest of the band refuse and say, “Oh, no. You sing it, Roger.” To his chagrin they thought it was a great idea.
This contradicts what Wikipedia says, so maybe it is a just so story. I like it though,
