I think realistically the administration and Congress would both have to be on board.
The same that it took to get the 9/11 commission: 3000 murdered americans. Though I guess we have that in the war in Iraq so I must be wrong.
so, Pelosi could, if she wanted to, get the ball rolling on one, instead of moaning that someone else hasn’t done it?
Pelosi could certainly push through a congressional investigation; she’d just need a committee chairman with subpoena power and a colorable claim to jurisdiction (and she has plenty of those). An independent commission, I believe, would require ordinary legislation (both chambers plus obama’s signature or a veto override) to be established and funded.
